Runaways/Thrownaways: Solution

Is there any solution for homeless young people? Can Runaways/ Thrownaways reincorporated in the society?
People who has left their homes, has passed through hard experiences where they may be forced to do, often, ilegal acts in order to survive. Criminal acts which are penalized by society and young people get isolated.
Homeless childrens are prone to commit crimes as steal, consume drugs or alcohol, etc.;without an adult to control his/her actions. So most of the people conclude that with less homeless teenager is better.
A solution given for Runaways as parents:

1. Look for the teenager and bring him home as sooner possible.
2. Give an sincere apologize.
3. Keep listening to children reasons.
4. Try to get an agreement of terms.

Thrownaways who has not a home to return are less prone to change their situation but they should: look for refugees, aceept families help, trying to keeping studying.
